The Academy today

 

In the present rapidly changing time, the issues of maintaining peaceful life of our people, counteracting crime and offence, ensuring public order and safety are been taken on special significance. One of the main directions of the fundamental reform of the system of internal affairs bodies is undoubtedly the improvement of training activities, retraining and advanced training of internal affairs officers.

In this sense, the visit of the Head of the State Shavkat Mirziyoyev on June 29, 2017 to the Academy of the Ministry of the Internal affairs was a historical event for an educational institution. During the visit priorities of increasing the prestige and status of the educational institution, strengthening the material and technical base and improving the system of training of highly qualified personnel were determined. In one word, the transformation of the Academy into a completely new educational institution.

The Resolution of the President “On measures to fundamentally improve the system of training, retraining and advanced training of officersof the organs of internal affairs” (August 16, 2017) contributed to further strengthening the legal foundations of this activity. According to the Resolution, to the Ministry of Internal Affairs of the Republic of Uzbekistan and educational institutions under its jurisdiction, are entrusted with the development of a system of training, retraining and advanced training for internal affairs bodies based on solving the most important tasks in eight priority areas, which are:

the first is organization of a qualitatively new system of training and special professional staff training, mandatory retraining and continuous improvement of their qualifications, including without interrupting their work activities, allowing them to increase the personnel potential of the internal affairs bodies;

the second is the introduction of an effective procedure for targeted training of candidates for admission to subordinate higher educational institutions, providing for the formation of primary knowledge among young people, high patriotic and spiritual and moral qualities that necessary for officers of the internal affairs bodies;

the third is development and implementation of updated educational standards and curricula, consisting mainly of core sciences of training, as well as including the organization of practical lessons with direct departure to the territorial bodies of internal affairs and participation in carrying out investigative and operational activities;

the fourth is staffing the professional and academic staff of educational institutions with qualified scientific and pedagogical personnel, primarily specializing in the specialized sciences of training, wide involvement in the educational process of specialists with extensive practical experience in supervisory and law enforcement bodies;

the fifth is widespread introduction of modern forms and methods of teaching, the latest pedagogical and information-communication technologies, including situational classes, distance teaching systems, ensuring accessibility of students and teachers to global information, legal and educational resources;

the sixth is optimization in system-based areas and specialties of training in subordinate educational institutions, taking into account the needs of practice and the prospects for improving the work of law enforcement agencies in the prevention of crime and the fight against offence;

the seventh is to increase the effectiveness of conducting fundamental and applied scientific research of existing problems in the activities of internal affairs, primarily in the area of crime prevention, operational investigative activities and crime investigation;

the eighth is development of interna­tional cooperation with leading foreign ed­ucational institutions through the exchange of experience in training personnel, the im­plementation of joint educational programs, advanced training and internships for the professional and teaching staff, providing for their training in foreign languages.

The Academy as a higher educational institution specializing in training, retrain­ing and advanced training of staff, has cre­ated a qualitatively new system which con­tributes to the improvement of the personnel potential of the internal affairs bodies. A cor­respondence form of education has been in­troduced within the framework of which are trained specialists in the specialty “Crime prevention and disclosure activities” with the qualification “lawyer”. The activity of the faculty of managerial personnel has been established where the training is carried out in the specialty “Management activities in the internal affairs bodies” with the assign­ment of the qualification “management”. A vocational training department has been established, the main activities of which are special vocational training for sergeants and officers of the internal affairs bodies, as well as their retraining and advanced training. In order to increase the number of scienc­es of specialties in the educational process, the introduction of new areas of education, optimize the activities of the main depart­ments, the number of the main faculties of full-time education has been increased to six.

The structure of the Academy is im­proved in accordance with modern require­ments. The legal status of persons admitted to study at higher educational institutions of the Ministry of Internal Affairs was en­shrined: persons who entered full-time tui­tion of higher educational institutions of the Ministry of Internal Affairs were granted ca­det status; to the persons who have entered the correspondence form of education, to the faculty of vocational training, the faculty of leadership training, and also sent to the edu­cational center – given the status of listener.

Foreign Languages Center has been created in order to train professional and ac­ademic staff, researches and cadets for for­eign language seminar-trainings, occasions, exchange experience, for advanced training and internships in foreign educational insti­tutions.

In order to enhance research and de­velopment, systematically develop meth­odological and practical manuals, recom­mendations, assist internal affairs bodies in the detection and investigation of serious high-profile crimes has been established the Center of Applied Scientific Research.

Also the Faculty of Postgraduate Education was established. Currently, at the Academy effectively operates scientific council for the award of scientific degrees in the special­ties: “12.00.02. - Constitutional law, аdmin­istrative law, financial and customs law”, “12.00.08. - Criminal law, crime prevention. Criminology. Penal law” and “12.00.09. - Criminal process, operational-search law and forensic expertise”.

Another innovation is that, from the 2020/2021 academic year, to enter the Acade­my for the full-time education will be carried out only from candidates who graduated from academic lyceums, military academic lyceums, staffs of internal affairs bodies as well as assistance who helps to keep public regulation of the crime prevention inspec­tors. About hundred legal documents relat­ing to the legal framework of the educational process, research activities at the Academy, improving its material and technical base. Were reworked and approved.

In order to improve the system of self-education of cadets, has been estab­lished an activity of creating electronic text­books in the sciences that taught at the Acad­emy. For the organization of on-site practical classes for the in-depth study of activities for the protection of public order, crime preven­tion and the fight against crime, cadets of the Academy are assigned to the strongholds of the internal affairs bodies of all districts and cities of Tashkent. In order to attract highly qualified specialists of practical organs to training, as well as to use the existing ma­terial and technical base of the city and dis­trict organs of the internal affairs bodies of Tashkent have been established 12 branches of the Academy’s main departments. Since 2017, in order to consolidate the knowledge and practical skills of cadets, the study of the characteristics of the territory of future ser­vice activities and quick entry into the team for students has been established to practice in the territorial bodies of internal affairs.

The youth is the support of our country, the builders of tomorrow. With young em­ployees and cadets’ works are purposefully carried out on the consistent and effective implementation of the state youth policy. In this regard, the Academy has established the activities of the primary organization of the Union of Youth of Uzbekistan.

The Academy pays special attention to the in-depth study of the experience of police educational institutions of advanced foreign countries and cooperation with them. For this purpose, is being consistently carried out cooperation in the field of training and mutual exchange of experience with the Or­ganization for Security and Cooperation in Europe, educational institutions of Russia, China, Turkey, Kazakhstan, Belarus and oth­er countries.

At present, at the Academy, in accor­dance with the agreement between the gov­ernments of the Republic of Uzbekistan and the People’s Republic of China is going to built the buildings of the Situational Ground and the Modulation and Simulation Center. The purpose of this facility is to form the stu­dents and cadets with the necessary practi­cal skills and abilities in the respective spe­cialties that will contribute to the successful fulfillment of their official tasks. It should be noted that this Centers will become the larg­est and only educational facility of this kind in Central Asia.

In general, at the Academy of the Min­istry of the Internal Affairs, the process of training qualified personnel is carried out on the basis of and in accordance with con­sistently ongoing reforms. This serves to replenish the ranks of highly moral, inde­pendently-minded specialists who are able to take the responsibilities for the fate of the Motherland and its future.

One of the priority direction of modernizing the system and significance of training, retraining and upgrading the competence of staff, according to the Decree PD -3216 of the President of the Republic of Uzbekistan, on August 16, 2017 “On measures for further improvement of the system of training, retraining and upgrading the competence of staff for law-enforcement bodies” – aims to establish and develop relations with higher educational institutions and international cooperation with law-enforcement bodies of foreign countries, in the field of national education, training, retraining and scientific research. Within the framework of this Decree, our country has established cooperation with defined procedure which was band on friendship and international cooperation with 14 top universities of 10 developed countries. Mutually beneficial cooperation has been established with the International Association of Police Academies (INTERPA), the Organization for security and cooperation in Europe (OSCE), the United Nations Development program (UNDP), the International Organization for Migration (IOM), United Nations Office on Drugs and Crime (UNODC), European Union Agency for Law Enforcement Training in the city of Budapest (CEPOL), the Turkish Cooperation and Coordinating Agency (TIKA), Korea International Coopertation Agency (KOICA) and so forth.

As an example, cooperation with the OSCE Project coordinator in Uzbekistan, “Assistance in improving the system of personnel training for law-enforcement bodies at the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan” in accordance with the Memorandum of bilateral understanding, which sets out the legal basis for the implementation of project has been in process. A number of master classes, workshops, international conferences are being held at the Academy with participation of international experts on professional training of staff. As well as a number of information and innovation centers have been established.

The Academy of the Ministry of Internal affairs of the Republic of Uzbekistan was admitted to the Association of International Police Academy (INTERPA) on April 4, 2018 and the delegation of the Academy of the MIA took part in the 8th International Forum in February 2019, in Gujarat, India. The Memorandum of cooperation was signed in the framework of the International Forum with the world`s single Gujarat forensic-expert University.

It is essential to note that, signing up the Memorandum on the execution of the Decree of the President of the Republic of Uzbekistan, on October 4, 2018, “On measures for further strengthening and development of reciprocal strategic cooperation between India and the Republic of Uzbekistan”, is adopted afterward Shavkat Mirziyoyev paid an official visit to the state of Gujarat in India on January 17-18, 2019. Execution of implementation of the “road map” initially for developing cooperation between India and Uzbekistan determined further prosperity of the Gujarat Forensic expertise university and the Academy of the MIA.

In order to improve the qualification of professor-teachers and cadet-listeners of the Academy 10 training seminars and master-classes (including 5 of 10 in Turkey and the rest of them in Uzbekistan) were organized in 2018, as a result of the collaboration between Turkish Cooperation and Coordination Agency (TIKA) and the Academy of the MIA.

Training courses and seminars on various related topics to professor-teachers and staff of the Academy have been holding as a result of the collaboration between the United Nations Office on Drugs and Crimes department (UNODC) and the Academy of the Ministry of the Internal affairs of the Republic of Uzbekistan. By the end of such training courses the participants receive honorable certificates.

With the support of the Ministry of Justice of the Republic of South Korea a series of training courses have been organized with the aim of putting into practice advanced education in cybercrime to the professor-teachers of the Academy within the framework of the cooperation between Korea International Cooperation Agency (KOICA) and the Academy of the MIA.

It should be noted that, the Academy has signed the Memorandum on cooperation with the Higher education of the following countries, such as People`s Public security University of China (PPSUC), Almata Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, Barnaul Law Institute of the Russian Federation, University of Krasnodar, Academy of Volgograd, Republic of Belorussian Academies of the internal affairs and Turkish Police Academy.

In 2018, 3 professors and 17 cadets from the Academy of the MIA participated in a training courses organized at the University of People`s public security of China on the basis of the Memorandum between People`s public security University of China and the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan on May 15, 2017.

One-month training course intended for 3 professor-teachers and 18 students of the People`s public security University of China was organized at the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan. As a logical continuation of our cooperation in June and July months 2019, 40 professor-teachers and cadets from the Academy of the Ministry of Internal affairs have been trained at the People`s public security University of China. As well as 40 professor-teachers and students from PPSUC attended the training courses at the Academy of the MIA.

In October, 2018 the Academy delegation attended the 10th International Police Forum dedicated to the 70th anniversary of the People`s public security University of China`s establishment.

As a result of collaboration with the Universities, the country`s experiences for public security and advanced technologies in combating crimes has been learnt and brought into educational system.

The Academy of the Ministry of Internal affairs of the Republic of Uzbekistan has been successfully cooperating with a number of higher educational institutions of the Ministry of internal affairs of the Russian Federation. In November 2018, professor of Criminal Law and Criminology Department at the Barnaul Law Institute of the Russian Federation, honored lawyer in the Russian Federation, professor, doctor of science in law, Abizov Ravil Mikhailovich, held master classes for the professor-teachers, cadets and listeners of the Academy, based on the Protocol on cooperation between Barnaul Law Institute of the Ministry of Internal affairs of Russian Federation in 2015.

As well as online conferences on various topical issues with this educational institution have been set on, as a result opportunity has appeared for professor-teachers and cadets to master foreign experience from a distance.

Within the framework of the Protocol signed between Krasnodar University of the Ministry of Internal Affairs of Russian Federation and the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan, in the field of cooperation in science and education, professors and trainers of the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan and Krasnodar University of the Ministry of Internal affairs of the Russian Federation actively participates in international round-table discussions organized at Krasnodar University.

Visit of the delegation on April 2019, led by Police lieutenant-general A.Simonenko, the Head of Krasnodar University of the Ministry of Internal affairs of the Russian Federation played an important role for further development of strategic cooperation. During the visit, the two sides agreed on further mutual development of cooperation.

According to the Memorandum on mutually cooperation between Volgograd Academy of the Ministry of Internal affairs of the Russian Federation and the Academy of the Ministry of Internal affairs of the Republic of Uzbekistan on December 7, 2018 a large-scale relationship and cooperation are being held in the field of science and research. As a result of such cooperation, the scientific researches, manuals of this educational institution`s professors are effectively used in the education process of the Academy.

On the basis of the Memorandum on mutually cooperation between Turkish Police Academy and the Academy of the MIA of the Republic of Uzbekistan on March 6, 2018 several master classes and training-lessons have been conducting by professor-teachers of this prestigious Academy. Moreover, the professor of Istanbul University of Turkey, doctor of science, Mustafo Karatash conducted very interesting master class drills for the cadet and listeners of the Academy on topics “Threats of terrorism and extremisms on the society” and “The problem of teaching sacred education and religious juridical issues to the educational institutions of Police”.

Statements on the mutually beneficial cooperation with the Almaty Academy of the MIA of the Republic of Kazakhstan and the Academy of the MIA of the Republic of Belorussia, fruitful collaboration has been streamlined and thus the Manuals, educational text-books written by professors of these universities are effectively used in our educational procedure.

In order to make tremendous progress in the future and develop the collaborative circle of the Academy a great number of ambitious affairs has been carrying out for further cooperation with Korean and Japanese Police universities, Germany university of Police, France Higher National Police school, 3 higher educational institutions of the MIA of the Russian Federation, Karaganda Academy of the MIA of the Republic of Kazakhstan, Academy of the MIA of Armenia, Academy of the MIA of Azerbaijan, Railways Police Academy of the Ministry of Public Security of the People`s Republic of China and so forth.

As a result of exchanging program of delegations, professor-teachers and scientific staff`s participation at various conferences, seminar-trainings and master classes, the advanced experiences of foreign countries are acquired to train highly-competent and qualified personnel for the internal affairs organs and law-enforcement bodies. These attempts determine the clearness of the development way of the Republic of Uzbekistan, as well as a major rationalization of the educational system and better understanding of juxtaposition of advanced foreign experiences in the sphere of international law in all details, by cadet and listeners and the team of the Academy are granted.

President Shavkat Mirziyoyev, on his Proclamation to the Supreme Assembly (Oliy Majlis) in December 2018, notably stated that “The reputation of our country as a reliable partner is increasing day by day as a result of open and practically-active foreign policy in international relations”. This is also important for the current position of cooperation of the Academy to acquire advanced foreign innovative experiences and the use of them in the activity of internal affairs organs and law-enforcement bodies to move heaven and earth new achievements.
